The problem is, although federal tax law is very specific, state tax law is created and administered by each state and even by some local jurisdictions within the state. In addition to these laws, there are published rulings that are interpretations or explanations of those laws.

States also compete against each other by structuring their laws and policies to encourage business growth depending on their goals.
